Cuyahoga County Airport, located in Cleveland, OH, had been losing money for many years. The County desired an operational review to assess whether or not their rates and charges were competitive and reasonable, and to develop a unifying lease policy that would eliminate economic discrimination on the Airport. In addition, they were concerned about staffing costs, operational costs, and day-to-day maintenance activities.

The operational review for Cuyahoga County Airport resulted in a number of findings and recommendations for the County to consider including a new lease agreement policy, rates and charges adjustments and recommendations, staffing recommendations, and financial policy recommendations.

In addition, market assessments of non-aviation property were made, including potential rate setting and land use types. Financial projections were developed to show what the implementation of the new recommendations would mean to the Airport’s bottom line.
