The Business Plan for Coulter Field was a dynamic vehicle that identified the market niche best suited for the Airport. In addition the business plan examined the need for possible expanded runway facilities and developed pro formas based upon two options – one with expansion and one without. A new Airport brand was recommended to convey these future changes for the Airport and its connection to local industry.
The business plan identified revenue-producing development options for the Airport’s landside areas, the need to reflect market values in ground leases to balance operational revenues with rental income, and a number of other management and facility-related issues.
The need for new hangars using private investment must be weighed against the lease terms that will attract new development. In the past, previous leases have conveyed the hangar title to the City with a 25 year lease term. A new, detailed lease policy was included in the plan along with sample leases.
